After months of bureaucratic exchanges, Malcolm Roberts' FOI request was modified to be as follows:

Copies of CSIRO advice, briefings, analysis and reports discussing human causation of global warming (aka climate change) from CSIRO's Chief Executive to the following members of federal parliament during the respective periods as defined:

• To John Howard Prime Minister from 2005 to 2007;
• To the Minister for the Environment being Senator Ian Campbell in 2005 and January 2006 and Malcolm Turnbull from January 2006 to December 3, 2007;
• To Kevin Rudd when Leader of the Opposition in 2007;
• To Penny Wong when Climate Change Minister from 2007 to 2010;
• To Greg Combet when Climate Change Minister from 2010 to present

I specifically exclude the following from the scope of my request:

• Output from computerised numerical models* and empirical observational data*;
• Material already published and available to the public;
• Third party material.

* Note that outputs from computerised numerical models are not required since they are not empirical scientific evidence. Observational data is not required since I do not wish to cause CSIRO to do extensive analysis specifically to fulfil my request. (i.e., I do not want CSIRO to produce a special report for me from their data from the 1940's. Any such data should already be used in their public reports and reports to MPs)

CSIRO's decision (quoting CSIRO)

"Despite an extensive search, CSIRO has been unable to identify any document relevant to your request. I must therefore refuse access, pursuant to section 24A of the FOI Act on the basis that the document(s) sought do not exist or cannot be found."

Conclusion
Neither the current CSIRO Chief Executive nor her predecessor Chief Executive provided any reports, briefings, analysis or advice to the Prime Minister or Opposition Leader and relevant responsible senior Ministers on causation of global warming (aka climate change) during the period 2005 to 2010.

At BOM's instigation on 18th March, 2013 I revised my FOI request of BOM to: "I am willing to change the scope of my request made under FOI provisions to the following:

1. Copies of BoM advice, briefings, analysis and reports regarding global warming (aka climate change) to: the Howard Government from 2005 to 2007; Penny Wong when Climate Change Minister from 2007 to 2010 and Greg Combet when Climate Change Minister from 2010 to present.
2. Copies of internal BoM advice, briefs, reports and analysis to BoM Executives on global warming (aka climate change) from 2005 onwards.
3. I am happy to specifically exclude the following from the scope of my request;

• empirical observational data and output from computerised numerical models*;
• material already published and available to the public;
• third party material.

* Note that output from computerised numerical models are not required since they are not empirical scientific evidence. Observational data is not required since I do not wish to cause BOM to do particular analysis to meet my request.

BOM's Released Documents

The documents contain no empirical scientific evidence and logical scientific reasoning showing that human carbon dioxide caused or will cause global warming.

The documents contain many falsities and reveal that BOM has misled parliament by spreading UN IPCC misrepresentations and fabrications under the false guise of being scientific and seemingly endorsed by BOM.

The February 16th 2005 Briefing is riddled with errors and falsities. The approach is inherently unscientific as it relies on consensus not empirical scientific evidence. It contradicts empirical scientific evidence and relies on discredited data. The document accurately admits beneficial impact of warming in the last 10,000 years.

BOM's "Climate Change Updates" rely on the demonstrably corrupt UN IPCC. They contain no empirical scientific evidence or logical scientific reasoning for the claim that human carbon dioxide causes global warming. The parroted core claim (of human causation) originating in the UN IPCC contradicts empirical scientific evidence, climate and Nature.

The Update dated 27 May 2009 pretends new issues, apparently in response to the growing public realisation as to the lack of evidence of human causation. It adds new falsities and conjures new spurious possibilities that reveal BOM either doesn't understand climate or misrepresents climate. It cherry-picks short term data and purports it as evidence. An entirely normal drought is falsely claimed to be unusual.

Other documents contain implied exaggerations and others contain propaganda. BOM seems to be lazily repeating earlier reports and implying possibly unusual events from normal weather events such as rains ending the drought.

BOM uses normal weather events and implies them to be unusual and evidence of unusual climate change caused by humans. This contradicts empirical scientific evidence.

There is no mention of global temperature stasis since 1997/1998.

Note that the FOI request unearthed no internal briefings on global warming (aka climate change) within the BOM. Given the topic's significance and many public BOM reports, that seems, at the very least to be unusual.

This apparently is the fare on which our federal politicians have been repeatedly misled on climate.
